If you're getting high ping, that means your stream and the game are competing too much for your internet connection. First try enabling "Minimize Network Impact" in Broadcast Settings, and if that still doesn't help, try lowering the bit rate that you are streaming at.

So you mean the stream itself seems to be lagging? Then based on your logs, it's probably an issue with Twitch's new video delivery system. Does it always come up and say "buffering"?

yeah the stream itself is lagging. nope, it does not say "buffering" but there is the loading video icon similar to youtube that keeps popping up

Looking at the last log i see that OBS also dropped some frames. Disable minimize network impact, leave your resolution at 720p, fps at 30, change the cpu preset to fast and lower your bitrate all the way down to 2000.

Yeah, if it's the spinny thing, then it's buffering. It's an issue with Twitch's delivery system. Fortunately, not everyone who watches your stream will have the issue, though you might be able to reduce its occurrence for you if you lower your bit rate. VODs should be fine.
