Question / Help Lag spikes? FPS spikes?

Hello,
I have problem during streaming LoL - the game seems to be a bit laggy or droping fps a bit (at least it seems like).
The game isnt smooth like its normaly should have been during streaming. Its actualy very hard to explain it.
If I scroll map very fast its not very smooth. When i move, CS or auto attack the game again seems to be a bit laggy.

I tried to change few options in OBS, very low, very high it didnt change anything. I tried to lower graphic details in LoL still same. I've been streaming like 1 month ago, and there wasnt a problem, but when I tried to stream like 1 week ago it was completly mess (obviously I havent been chaning anything in OBS since that time). Whats realy funny is that I have constant ping at 35-45 ms, my FPS is stable 60 (everything on full detail, vertical sync etc on). Normalny I would think that maybe PC is problem but here is my setup:

My internet.
http://www.speedtest.net/my-result/3045616417

PC:
intel Xeon E3-1230 3,3 GHz
nVidia Asus GTX 770
8,00 GB Ram
Win7 Professional 64-bit

I've been trying almost everything and still cant figure it out by myself.

EU-W? Having the same problems at the moment since the last patch. FPS randomly drops, lag spikes without higher pings. Seems to be server-related.

Run a 6MB test at http://testmy.net/upload as speedtest.net is worthless for livestreamers. It tests overall transfer which is useful for dead-files, but doesn't give a good constant throughput rate. And the latter is what you need for livestreaming.

Please post a logfile from a live streaming session. They're in %appdata%\OBS\logs and are time/datestamped.

Most common mistake is using Monitor Capture. It *sucks* under Win7 and should be regarded as a last-resort only. Need to use a Window Capture for the PVP.net client (out of game menus), and a Game Capture for the in-game executable.

All that said, recent patches HAVE been showing issues on some people's systems when it comes to livestreaming. I wouldn't recommend jumping on that as a first option though, as there's nothing you can do to fix that but wait around and hope the next patch fixes it.

I've tried old OBS as well (0.522) still same. Its not that much visible for observator. Surely tho I can feel it, and it affects my gameplay a lot.
Window Caputre has some disadventages, for eg you have to configure everything, also you can not stream your desktop which looks realy weird.

There is a test of interner:

Yeah. But again, monitor capture under W7 is terribad. Stop it. Deal with the inconvenience in setup for a higher quality, less-laggy stream.
Window capture for the pvp.net client, game capture for the in-game. The scene switcher plugin can be helpful for automatically toggling back and forth between the two scenes.

An older version of OBS will not help; it's the LoL patches which have been problematic. You really should reinstall v0.582b again.
Additionally, it appears you're using the Frankfurt server, which is known to have issues. You don't appear to be dropping enough frames to be too concerning, but if your stream quality starts to suffer (stuttering, dropped frames, etc) switching to another would probably be a good idea.

I dont have any issues with stream quality. Just gaming expearience while streaming with OBS makes trubles.
I've tried window capture still same. I doubt it should work like that. I think with that pc while streaming or while I'm not shouldnt even see difference during playing.
