You have a game capture and two monitor capture in your scene. Any reason for that?

Also, when using monitor capture, you should have Aero disabled (Unless you're on Windows 8)
 
Your Hardware is not good enough to stream at 1920x1200. You have a gts250 which can barely handle the game alone (depending on your settings). Your cpu should be ok to stream at 720p but your gpu is definitely not good enough to support enough fps headroom. To monitor your CPU load during streaming and playing you can use Core Temp on a second monitor (this way you will see how much load is on your cpu).

You can even see in your provided test stream http://www.twitch.tv/djstorman/b/372813229
that your ingame Fps drop below 20Fps which is definitely laggy and unplayable as you described (that is a sign that your system is pushed to its limits).

Try lowering your output resolution to 480p(downscale) and go from there , set bitrate and buffer to the same value (start with 2000 both). If everything is ok , try 720p and see how high your cpu load and how low your fps drop. You won't be able to stream at anything higher than 720p with your current hardware thats for sure. And i highly suggest to use Game Capture and not Software Capture.

Use only one source at a time (Game Capture!) unless you want to add some text or a webcam , that should be ok.

Awesome advice will try it out. So I apparently need to upgrade to be able to stream better. Should I upgrade the videocard or CPU?

Also will a video capture help out ??

I was using 2 screens because I use my other monitor to have the dashboard up. I only capture one.

You are better off getting a new graphics card than the Avermedia Game Broadcaster HD. If you look on their forums, there are quite alot of complaints and the quality on it is poor.

Awesome , i am glad that i could help you a little (btw, your wow teststream with my settings looks perfectly fine for 480p stream). If you have the money you definitely want to upgrade your Graphics card (since this is your systems bottleneck at the moment).

A capture card can help to either connect 2 pc's or a console to a pc to stream content . As mentioned earlier if you use the Capture card's built in codec the quality is poor compared to the x264 codec. So what many people do is they use the capture card as a capture device and then the cpu to encode , this way you get less input lag (weird feeling when streaming) BUT you still need a strong cpu.

I also use a capture card, because i am streaming a lot of FPS games and i dont want to notice that i am streaming (which the capture card does perfectly fine if added as a source). In most games i don't even notice that i am streaming even WITHOUT the capture card (because the game capture/OBS in general is THAT good) and it could be a placebo effect (my system is pretty beefy) but i am pretty anal about how the game feels .

Get a capture only IF,

you want to connect a console to your pc and stream console games.
you want to use a 2 pc setup so you can use a lower preset and use the cpu of the second pc to encode.
you want to get rid of the weird feeling you get while streaming fps games using the capture card as a capture device (NOT to encode).

If you just want to stream rts games or games like league of legends and WOW , chances are you don't even notice the benefit of having the capture card . so you are better off using the money to get a even better graphics card and you are fine.


So my recommendation for you would be ,

Get a new Graphics Card (test out to stream your favorite games at your desired settings).
Get a newer stronger cpu IF you still run into trouble (but unless you plan on streaming Battlefield 3 or Arma 2 you should be fine).

If you want to be completely safe to be capable of streaming 720p content (even 1080p if its a game like league of legends) then you want to upgrade your cpu to at least something like a 2600K. Here is a list how your cpu compares to other cpu's http://www.cpubenchmark.net/cpu_lookup. ... 40+2.80GHz . BUT, i would first get a Graphics card , try to stream at your desired settings and only if you are still having issues with your cpu not being strong enough you might want to consider upgrading.

Avoid a capture card for now , since CPU and Gpu are much more important factors for you at the moment.

Now on to the next question. What is the best bang for the buck when it comes to a graphics card. Looking at my spec what do you think the cheapest graphics card would be that would allow me to do what I want to do. I will mostly be streaming Wow PVP and Maybe some Lol here and there.

As for the cheapest gfx card for your purpose i would say a 7870. if you can't afford the gtx 670 just now, i would wait one more month and definitely buy the Gtx 670 since it is that much more powerful and is not THAT much more expensive .

Great advice. I do have a question in June they were saying that the 670 was having a great deal of problems coming out of the box including dying. Has this issue been resolved? Dont want to go Nivida and get a bad product.
 
I bought a Gigabyte GTX 670 Windforce OC and so did 4 of my friends . We are all incredibly pleased with the performance and overclock possibilities of this card. I had no problems whatsoever and none of my friends had trouble either . I haven't heard of the problems to be honest . But i am sure that if there were similar problems with a certain batch of cards that most store owners have removed them by now. No one likes to go through the hassle of having cards returned to his shop and getting a bad reputation if they are aware of things like that.

The 670 is not a bad choice if you have the money. I'm running a GTX580 which is pretty much the same as a GTX660Ti which is pretty damn cheap today and very worth it, possibly even consider doing SLI.

As far as CPU goes I'd still put my money on a soon to be classic, i7-2600k. This is what I have had for a long time now and the reason it's awesome is that default Ghz is 3.4, I've upped that in BIOS alone with no extra cooling to 4.0Ghz and haven't had a single issue.
