Question / Help Lag Issues with good specs

[Dog Washer]

While I stream I get pretty bad lag in game, yet it claims I'm not dropping any frames. The stream itself is choppy and buffers every 5 seconds for 3 seconds at a time. I 've played around with the bitrate and the resolution, but cant really figure anything out. The game is Rainbow Six Siege.
My Specs are:
CPU- i5-4460
GPU- Radeon R9 290

Download Speed- 59, Upload- 28
