Question / Help Lag every second

Hey guys, i have a problem with obs and Skyrim/Fallout engine called Creation Engine, csgo/ets2 and others games are running great, but these two games Skyrim or Fallout locked on 60 fps are lagging every secong during stream, i have never problem with it. PC is not weak, here is record from stream of Skyrim https://www.youtube.com/watch?v=UN0CtutdVqk

Skyrim running on 1080@60 (vsync on)

Streaming: downscale to 720p/2500kpbs/nvenc or h264 (same problem),CBR

U have tried quick sync/ stream 30fps, lower res, biggest buffering memory, 1080p, bilinear or lanczos, overlock the cpu and gpu, old and new gpu drivers, used game capture/monitor and finally my Live Gamer HD, nothing happened! Can someone help? Thanks a lot :)

Simple, i not have stable 60fps in these 2 games... but stable in others...
