Bug Report LA_ICQ is low quality compared to ICQ on haswell qsv on local recording

something seems broken, because there is a general blurryness and compression artefacts, even at low ICQ Quality values. OBS version: 24.0.0

Quite sure this is a bug, (and hope it is so that it can be fixed), but perhaps it's not OBSs fault?

it might be a good idea to show a warning when LA_ICQ is selected and target usage is Quality, if you ask me

I did some testing, and the quality of LA_ICQ is still worse, even with Target Usage: Balanced
