Question / Help Keeping a constant bitrate 24/7?

So here are my OBS settings.

When ever I stream I notice that my bitrate stays around 2400 all the time, is there any way of having the bitrate at 3500 bitrate 24/7?

Thanks that fixed that problem and is now using 3500 bitrate 24/7.

But for some reason the video is very pixelated? Any way to fix that?

Because it's BF4, there's a lot of motion and it's pretty hard to encode. High motion FPS games will pretty much always have this problem, that's about as good as you can expect it to look for a livestream.
