Question / Help Keep having bad stream video quality

No matter what I try, I keep having shitty quality. My Facecam looks like ALL BLUR image, no idea what else to try.

@ Current Specs:

- Upload Speed: 6Mpbs ~ 5.6Mbps
- CPU: I5 4590
- RAM: 8GB
- VideoBoard: Gtx 960


Obs Settings:

> Output>Streaming:
>Encoder: x264
>RateControl: CBR
>BitRate: 3000~3500
>KeyFrame Interval: 2
>CPU USAGE: VeryFast
>Profile / Tune: None


>Video Settings:
>Base(Canvas) Res: 1920x1080
>Output(scaled) Res: 1280x720 / 1920x1080 (tried both)
>DownScale Filter: Bicubic(Sharpened scaling, 16 samples)
>FPS: 30 / 60


Anyone could PLEASE help me with a solution or something ?
