Kbps less than 50% of Target. Never an issue before!

I've been streaming with OBS for some time now. I actually had my target kbps at 6500. a week or so ago I reduced to it 6000 just because that was the max for most services anyway. Well, out of the blue when I went to stream today, my kbps in OBS was fluctuating from 1800kbps to 3500kbps. No idea why? During the stream I did a speedtest and was still pulling 140 D/L and 160 U/L on my wired connection. I was running as an admin at the time. I never have had a connection issue before so I killed the stream and restarted the PC. Tried again and the same issue. The second time I forgot to run as admin but it didnt seem to matter anyway.

I'ce created the thread because I previously was streaming at over 6000kbps with no problems and all of a sudden have this happening. Any thoughts or suggestions are welcome. I've attached the log: LOG FILE

As an aside, I saw that my CPU usage was higher. When sitting idle, OBS would be at around 5% CPU usage. Now its sitting at around 10. when I check in task manager, I'm seeing OBS taking up a huge amount of resources with 18 subheadings (all of them web sources). That may be normal but something is using more of my CPU and I don't know if that has anything to do with it. I hate when things randomly go wrong for no apparent reason when everything was working fine the last time I streamed (4 days ago).
