Question / Help KB/s spiking

So I was streaming yesterday perfect fine, no issues at all. I opened my OBS today and started my stream, and my first issue was that my KB/s was at 0 which was solved after re-installing and putting in a twitch stream Key. After that I was lagging a lot so I increased my max Bitrate to 2800. So now I am okay at times, but my KB/s spike to like 5000 sometimes and my frame rate drops, then I get Warning: High Encoding. I have followed all of the stickies for a solution but none of them have worked.

I'm not sure if you i3 has quicksync, but you should be using that and not x264.

Okay thanks. How would I go about changing that?
Edit* I found the option in the Encoding Tab, but the other options are faded out (Meaning I only have the option to 264)

your CPU has QS so do some research on how to enable it. your CPU is to slow to encode usings x264 otherwise.

Might be driver update...

I am just confused as it worked perfect fine, none of my viewers experienced any lag or dropped frames, but today this happen's. None the less, thanks for your help!
