Question / Help KB/S red + dropped frames

I've never had this issue before and I have some idea of what it could be.
For the life of me I can not figure it out and I have tried over and over with search results and nothing.
It drops frames every couple of minutes during my stream.

PING
16ms

DOWNLOAD
72.64Mbps

UPLOAD
18.77Mbps

Specs:
Ryzen 7 1700
Corsair 16gb Vengeance ddr4 3000mhz
b350-f Motherboard AM4
GTX 1060 6gb ROG STRIX GPU

I will include a log file and hopefully somebody out there has an idea of what I am doing wrong.

Read the first part, that page contains every single advice we can give. After that you can call your ISP and explain the issue.

Right, understood. I was hoping someone would be able to identify the problem with the information I have put up so i could directly find out, seeing as I have contacted my internet provider multiple times.

I feel your pain. Thing is, calling our Internet provider and saying "hey, my speedtest seems fine, but I can't stream, help-plz-sad-face" won't cut it.
For those of us who don't understand/know the tech shenaningans, how can we pinpoint the problem and explain to a call center guy who happens to know even less?

Ps: 16:08:30.408: Output 'adv_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 105793 (52.6%)
Ps2: internet connection steady at 35mb up 20mb down
Ps3: help-plz-sad-face?
