KB/S goes down to 0

I've been trying to stream games on my Pc and have found the stream always ends up laggy or bad quality, constant change of bitrate. I tried fixing my settings by changing the resolution, fps, and bitrate. Also ethernet cable made no difference with stream quality. Have an 11th gen core i5 processor and GTX 1660TI as graphics, cpu was normal when playing games. I'm trying to stream any game from terreria to gta.

Hi thank you for the reply but i disabled norton before and it did not change the bitrate. Heres my log file while using an ethernet

please download this programm

select you region make a short test
disable the shitty servers
set the test time to 5 minutes
run a new test
select the best server in obs !

Thank you, I think I found the issue. I'm not even reaching the one closest to me in New York, however I'm able to stream on my xbox using twitch and being under the same wifi as my computer. Any idea what the issue could be?

Probably you are blocking rtmp protocol. And with you I mean Norton AntiVirus. Remove it completelly.
 
Check the Windows Firewall to see if you accidentally blocked OBS. Or if the protocol is blocked in the WiFi (router/modem)
Also, always click the Analize button so you can torubleshoot common issues, like that dynamic bitrate you must turn off. Every game captur must have it's own scene, unless you know what you are doing because of Vtuber component. And you're streaming via WiFi.
