kb/s consistently fluctuates to zero when streaming games

Essentially, I used to use my laptop as a backup streaming device when I was away from my house and desktop computer. Now that I had to move countries, I had to leave my desktop and stuck w/ my laptop to stream. It worked pretty well for a few months and then suddenly it tanks hard when I play a game. The stream is fine at at least 2000kb/s when I'm streaming a browser (youtube, twitch etc), but it would be in the red when streaming a game.

I have McAfee Live Safe and Total Protection, but when i uninstalled it the problem still remained so I put it back. OBS been allowed to communicate through Windows Defender Firewall on both public and private networks., Streaming on Twitch or on Youtube doesn't work either. Windows update says it has been updated to the latest drivers, supposedly. I've turned off the hardware graphics acceleration setting. Settings wise, it doesn't register any dropped frames or rendering/encoding lag, as seen by my screenshot below.

I don't think it's an ISP issue because I'm able to stream natively from my PS5 at 1080p/60FPS and my Stream Deck at 3000kb/s consistently. I am streaming on my laptop via wired lan.

As an side, I noticed that I've also been unable to to stream smoothly on discord either. Websites are fine, but game screens tend to be potato quality

Any help would be deeply appreciated. I'd really not rather have to make a clean install of my laptop just so I can stream haha.
