Question / Help just cannot stream for some reason.. help

ok so here is my pc specs:
i5 3750k @ 4.4ghz
asrock extreme 4 gen 3
16gb corsair vengeance
Samsung evo ssd for main games and windows
msi gtx 970

and my speedtest.net results

whenever i stream cs go its just choppy as hell, no matter what bit rate i set. there seems to be no difference from 1000bit rate to 2500.
i used to be able to stream fine at 720p 30fps 1800bit rate and did so for around a year on dayz(arma 2 mod)
but stopped for a while, now i want to start again but with csgo (i used to stream this occasionally too) but for the life of me i just cant get it to stream well, its choppy and laggy every few seconds.
i have a better set up now than i did before as i used to run a gtx580 and a i5 2500 k
is there anything i could be doing wrong this time round?
helped my friend set up his stream tonight which is what made me want to start mine again and his runs smooth as butter although he does have a 4000series i5.

A few things
1> DO NOT stream using VBR as your bitrate selection. It causes major problems
2> DO NOT use a custom buffer size while streaming with CBR, it allows the encoder to cause major jitter in the bitrate causing problems for viewers
3> Streaming to twitch without partnership at a bitrate above about 2000 will cause a LARGE percentage of your viewers to buffer frequently.
