Do you see the stutter on the preview, or only when the recording is finished? If it only stutters in the recording, please share your recording settings. If it even lags in the preview, maybe try changing the settings of your recording device within OBS and see if setting something else does the trick.

You may also want to use a USB 3.0 slot for your capture card if you were using a 2.0 one. If you were using a 3.0 slot already, try a 2.0 slot. Some crummy devices use the USB 3.0 lanes despite not even being compatible with those speeds.

Also ensure that the capture device is recording at the same refresh rate as the output of your VHS player. If you are in America, the correct refresh rate is likely 60 Hz, otherwise it is likely to be 50 Hz. You would find the setting for that in the source settings for your device in OBS as well.

Please answer the question of the previous post: "Do you see the stutter on the preview, or only when the recording is finished?" - Either way, I suspect that maybe the jumping might be from the deinterlacing, just, maybe. If turning off deinterlacing doesn't help, try setting the FPS on your capture device's properties manually until it hopefully stops.

However if the preview looks fine, you need to tweak your Output -> Recording settings. Put the CPU Usage Preset to something faster, and lower/raise the bitrate. The higher the bitrate, the more CPU usage. If you use VBR instead of CBR, it will help you achieve a smooth recording by automatically adjusting the bitrate in case things get laggy.

Sorry I haven't replied sooner but have found the right setting to change with your input I think it was in the deinterlacing

First use PrintScreen to grab picture, don't use photo from phone.

Second you have source with Interlacing 50FPS.
For PAL resolution is 720x576, you set 1280x720 in Progressive mode.
After deinterlacing (Yadif x2) your FPS lower to 25FPS (half source) and half lines (source 576 lines) to 288 for best results.
Must select with field is first !

2. I've tried both usb 2 & 3 to no avail
3. I can't find anywhere a setting for refresh rates if you can point me in the right direction that would be great

Why you still use 1280x720 ?
Your camera (player) is analog device, send via analog device, some one use firewire connection to grabb picture.
