Question / Help jumping from 1500-0 kb/s and dropping over 50% of frames

don't really understand why but I can't stream at all. This program used to work fine with little frames dropped. My computer, program settings, internet provider, router etc are all the exact same as when I have last used the program. Here's my log. I don't know much about computers.

thanks I tried going through that list and completed all I could figure out how to do with my lack of computer knowledge. I tried another streaming service and I still had crappy speeds and dropped frames. If I'm still lagging on more than just twitch does that mean this is an issue I need to take up with my ISP? I know speed tests are not definitive but I have 11ms ping, 174mb/s download, and 11.87mb/s upload which is higher than some of my other friends who stream tested at. Do you think its just an issue with my internet speed or connection from my isp? I'm not using wireless so I don't know what else could be the issue other than something on my isp's end.
