But what is this?
This is my computer running Resident Evil Village, runs flawlessly on a GTX 1070 and an i7 8700k.

But when I turn on OBS Studio, see what happens. I get lag and the graphics card at 100%

Please post a log with your issue! Here's how...

OBS Studio creates a log file each time you run it which contains very useful diagnostic information. Without a log file, it's much harder for any support volunteers to figure out problems and your post may be ignored. To upload a log file, go to the Help menu > Log Files > Upload Last Log...

Given the huge number of sources and filters you are using, I suspect this is normal. Try isolating some scenes to their own scene collection or cut down on 3rd party plugins / shaders.
 
Every source in every scene you have in your current scene collection is always active and consumes resources, regardless of being the active scene or not. To find out which scene or which source(s) in which scene(s) produce your high usage, duplicate your current scene collection and in the duplicate, remove all scenes but one. Check usage with that one scene. Repeat with the other scenes. If you found the scene or scenes with the high usage, go find the source that produces the high usage by removing source by source and check after which source the usage goes down.

You can use scene collections to keep a copy of your original scene setup, so you don't need to rebuild everything after you find out what happens. You only need to change that one scene/source that produces the high usage.
