Question / Help Issues with stream

Hello,
I am having a few issues with my stream. It doesnt seem to matter where i stream to, Twitch or an in house rtmp server the results are the same.
I am trying to stream at 720 at 60 or 30 fps but the stream never looks HD. Instead it looks blurry or for use of a better description Standard Definition. Ive gone through several youtube videos and forum post adjusting bitrate and other various settings all of which dont seem to make any difference. I am using Game capture for the games. I have a Live Gamer HD capture card but that isnt used.

All i am trying to get is a 720 stream that's smooth. You can tell from the video link i posted that it doesnt look HD and isnt smooth.

My pc specs are

FX 8120 OC 4.0Ghz
16Gb Ram
Nvidia GTX 770
Windows 8.1

Internet speeds are

57 down
12 up

the yt vid looks actually pretty smooth to me...

those logs have so many settings mostly 720p30

and 720p60 with superfast preset

while 720p60 is smooth the superfast preset makes it need even more bitrate to look somewhat decent
so going veryfast should work with that cpu anyway

So i have been playing around with lots of different settings. The quality looks alot better and it looks smother. It seems the issues i thought i was having were related to Resolution. Down-scaling the resolution to 720 and then playing it back on a 1920x1080 monitor was stretching the video out. Now i just need to tweak the quality settings to get the image a good as i can get it.

Yeah the changes in settings that you can see in the logs is from where i would change a setting an test, change another setting and test.

Dowscaling from 1080p to 720p cannot result in stretched video, since they are the same aspect ratio.

usually as a keynote

restart obs whenever you change something like resolution or especially presets :)
