issues with recording, blackish/whitish shade of sorts idk what the issue is

It looks as if you're playing back the video with a media player that has some contrast or sharpness enhancing filter active. Might also be some "video improvement" setting in your graphics driver.
 
and ive streamed to discord and there have been no problems with the video quality. that is why i believe it is obs itself.
 
Turn psycho-visual tuning in the encoding off and retry pls. Maybe it tries to enhance contrasting edges?

And by the way: You may run into trouble with your audio:

Try to set your windows audio to 48k too, and get rid of the second "Desktop Audio 2". It seems to use the same interface same time?
