Bug Report Issues with OBS preview/recording having frameskips

For some odd reason on both the preview and after recording the FPS will be skipping for some reason even though my game looks just fine. I would usually stream or record at 720p60FPS and it be just fine. I have Direct3D 11 as my render and I have tried with OpenGL but that didn't fix it it just made my frames worse on the game. If anyone is able to help me with my situation please let me know.
Also I think this might be caused by the Windows 10 latest update.

Edit: This has been fixed by restarting my PC after the windows 10 update was installed, I guess if you install a update and don't restart right after said update then it'll have some issues

This is a problem:

And this is a MASSIVE problem:

Something's causing your video card to be unable to download the prepared frames for encoding from the video card to the cpu in a timely fashion.
 
Something like this never happened before and I always use the NVENC encoder because my PC takes a dump on x264.
What can I do to fix this problem?
