ISSUES WITH LOW FRAMES and HIGH PING when Streaming with OBS Studios

Hi I am new to streaming and I am new to OBS. I have been streaming modern warefare 2 warzone and multiplayer. when i stream multiplayer my frames are 120+ but on my stream it is low-mid quality and very choppy.. When i play warzone and stream it it goes from 140+ to 60-80 frames. when i dont stream at all my frames are 130+ all game and low ping.. I am not sure what bitrate to use etc.. i want good quality for my streams and I dont have the proper settings for streaming. Can someone help me setup my device to where i dont drop frames or increase in ping? heres is my last log file here are my specs... i would like some help setting up obs to maximize my fps and quality to stream a good game. im not sure how to work the bitrate, im a noob please help. thank you in advance. <3 https://obsproject.com/logs/HFzQdOpy9KTBQkiF
