Question / Help Issues streaming Rainbow Six Siege

I've been using OBS for two years without much issue, but when trying to stream R6: Siege my stream was unwatchable. Audio came through ok, but video was a slideshow. I normally stream 720p/30fps at 3500 bitrate, but tried everything from 2000-3500 to see if it would fix it. Honestly, the only thing that fixed it for me was turning on NVENC but I don't see why I should have an issue with x264. When i alt tabbed to look at OBS i would see my bit rate spiking all the way up to 12000.

i5-4690k @ 3.5Ghz
16GB ram
GTX 970

I also attached another log file where I tried game capture, monitor capture, and NVENC i believe.

I am also having these issues almost same specs as you but I use 760 and 8GB RAM, I havent tried using NVENC though, maybe rainbow six is unoptimized and just uses too much CPU. I heard that either exiting GeForce Experience/ turning off shadow play might fix it. I also heard enabling vsync in the graphics settings might fix it. I havent gotten around to trying these though.
