Question / Help Issues after using AMD card

I've been streaming with another, much worse and with the current PC for a couple of years now, but after I changed to a budget AMD card my stream will freeze, OBS starts to warn about high cpu usage as well, but no frame loss.

The freeze seems to happen in all kind of games, even local recording.

This is the current build
CPU: Intel Core i5 3470 3.20Ghz
GPU: Radeon R9 270x RoyalQueen
RAM: 16GB

I've a 100/10 connection, so that isn't my issue clearly, there are my OBS settings.

Quality: 8
Bit/Buffer: 2500/2500
Downscale to 1.50 (1280x720)
25 FPS
x264 CPU preset: Very fast

Rest is default.

An update to this:

It's might be some other issue, I tried downloading OBS studio and set it up, I can make it run as it should in local games, but as soon as I stream some kind of online gameplay, it becomes a slideshow rather than a stream lol.
