Hi,

Run OBS as an Admin!

Onboard Graphiccard?!?

Your System seems to be heavily overloaded. Try to upgrade and get a separate graphic card
...
video settings reset:
19:46:08.346: base resolution: 1280x720
19:46:08.346: output resolution: 1600x900
19:46:08.346: downscale filter: Lanczos
19:46:08.346: fps: 60/1
19:46:08.346: format: NV12
19:46:08.346: YUV mode: 709/Full
19:46:08.346: NV12 texture support not available
...
Also you might consider to stick to your used Resolution or even lower the output resolution to about 720p or even lower.
Also use Bilinear not Lanczos for upscaling on your system. (DON´T upscale!)
Lower the output framerate to 30 fps.
You don´t have a NVidia graphics card so don´t use NV12 use instead I1420.
your YUV mode should be 601 with limited colors.

Stream OR record don´t do both. It simple overloads your system and OBS to much. Some streaming platforms offers you the ability to later on download your streams. Lower your output resolution to 720p or even lower and use the same Res you use for your monitor in the base resolution.
Lower the output framrate from 60 to 30 or even lower.
Get a graphiccard.
