First, this is my first post, I apologize if this is in the incorrect section.
I resolved an issue that I hope helps someone else. I have a Gigabyte B550 motherboard and I had a RTX2070 Super. The GPU was PCIe Gen3. I upgraded the GPU to a RTX3070ti and immediately had issues with my PC stuttering with OBS open and not streaming or recording.
My issue was that I use Nvidia Broadcast for removing my back grand for my camera thus, using the GPU. There was a Bios upgrade for AMD to correct issues with PCIe Gen4 devices. I updated the Bios and it solved my issue.
I initially thought it was an OBS problem because it only happened when I had it open. Many steps troubleshooting I realized it was Nvidia Broadcast causing the stutters without OBS open. I had not had the issue with the previous GPU and that led me to the Bios needed updating.
Searching the interwebs for OBS stutter brings back a lot of results unrelated to what I was experiencing.
TLDR, if running AMD CPU and PCIe Gen4 GPU, update your Bios to make sure you have the " AGESA 1.2.0.1 Patch A" needed.
