Hi,

you have several fails in your log, just search for the word fail. several missing images and your earpiece didnt load etc...

also right click the OBS icon and run as administrator when opening it. turn off all non used programs and antivirus, disable game bar and game DVR in windows.

also, your PC is pretty low end. and your graphics card is not that capable. the 1650 has a weaker encoding chip than the next step up the 1660... I would recommend you stream at 480p and max at 720p at 30 fps max...

The only thing that needs to be done is run OBS in administrator mode. Nearly all of the problems come from rendering lag, which running in administrator mode will fix.

Also, the GPU in use is a 1650 super -- this has the turing encoding chip, which is the highest end hardware encoding you can possibly get right now.

I understand you're trying to help, Bionic, but I've seen a number of threads where the information you've given has been either inaccurate or... well, bad. Might want to hold off a bit unless you're sure of a given issue, until you're a little more experienced.
The 1650 has the Pascal NVENC core, which is not as good as the Turing core... which the 1650 Super (that OP has) is equipped with.

Seconding the 'run as Administrator' on this one; also be aware that Twitch has been having issues over the last couple of weeks, but it appears to be unrelated to this issue.
