I have a laptop that I use to stream and play games on but it has a broken webcam, and my iMac has a completely fine one and it sits right next to my laptop, is there a way to stream the game on my laptop while using the iMac's webcam as a facecam?

If the iMac's webcam is built in, then no. Not without moving to a 2 PC setup or doing something weird with skype (which will cause additional webcam delay).
It would probably be best to invest in another cam.
