Is there a way I can make an already recorded video not choppy? Like, delaggify it, if that makes any sense.

My video files are all extremely choppy and laggy. The content my friends and I recorded can not be rerecorded since it heavily relies on our blind reactions. Is there a way I can make the files smoother. Like a AI program or something?
