Question / Help Is the Windows 10, GPU 99% load, problem fixed?

I have a question regarding a problem on Windows 10.
When you GPU hit 99% load, with a heavy demanding game,
OBS will drop in performance tremendously, while streaming & recording with high resolutions.

I switched back to Win7 last year, so I can stream (with NVENC) in 1080p60 & record in 1440p60 with no problems.

Now I want to go back to Windows 10 but I dont know if Microsoft fixed that specific problem.

If not will it ever get fixed on Win10 ?

Any help would be appreciated

Nobody can tell how exactly an upgrade will change your own experience. But in general it can be said that if you use the most current Windows revision (1903), the gaming features of Windows 10 will not prioritize a running game any more over everything else. Microsoft acknowledged the existence of apps like OBS. Previously every other app literally starved from resources. OBS and the game will now run much more smooth together than with earlier Windows 10 revisions.
