Question / Help Is my PC too bad for streaming?

I tries for weeks now to fix issues with streaming fortnite... the game is fine but stream have lag spikes/serious bad quality in action scenes.

I tried changing bits between 2000-3000(to find a good amount to stable quality and lag spikes)
encoder x264(cant change encoder)
I tried changing cpu usage present between fast-ultra fast.
I live in Israel so I put server as default(twitch)
upload speed 2.7-3.0mps

I'm lost... I read all the articles here and tried to find a solution, does my pc just can't stream? or I just didn't find the right setting?

GT 1030 arent very ideal for gaming let alone streaming, processor is fine and ram is fine but keep bit rate at 2500 no need to over kill and go higher than that

The faster-sounding the preset, the worse the quality per bit. The slower-sounding the preset, the higher the quality per bit (and more CPU is used).
Your frame rate and resolution are too high for your bitrate. Try dropping your fps in OBS to 30 to help lower your CPU usage and bitrate requirement.
Lastly, consider lowering your output resolution to lessen the burden on your CPU for encoding and the help increase the bits per pixel.
