Question / Help Is my PC capable of streaming? Getting RED bitrate and laggy stream and dropped frames.

I want to stream my PS4 onto Twitch with a webcam. Here are my specs.

CPU- i5 3470 Quad @ 3.2 GHz
8GB of DDR3
500GB 7200RPM drive
Elgato HD60
Geforce GT 710
Windows 7 Pro (Would 10 be better?)

Bitrate set to 3400. I followed ALL instructions in Drif0r's video about the HD60 and OBS.

Is the red bitrate just my internet or PC? Preview mode shows the video locked at 30 with no drops.

You will need to give us more info.. like what settings you got in OBS ecample video resolutio video fps and cpu preset
