As far as I know, no.
Either RECentral or OBS will take focus on your Capture Card and block the other program from initializing it (as its already in use). There are ways to use a CaptureCard in more than one program, but this will probably not allow you to use the HW Encoder :/
The only Idea I have would be using RECentral for the HW encoder and then capturing the recentral software with OBS, assuming it shows the Input while doing the HW encoding.
