Question / Help Is it possible to stream at 720p with 1.4 upload speed?

So i have wanted to start streaming for a while but my internet upload speed is at 1.4 and i had a test stream and it was extremely laggy and buffered a lot. I was wondering if i could have the right OBS settings so i could stream at 720p without buffer or lag.
