Question / Help Is 10 FPS a techinical limit?

Good evening:

Question I have is, is the 10 FPS lower bound in the video settings a requirement of the encoder, or can it go lower? I've been using OBS to capture online table-top RPG sessions (not streaming, just writing to disk), and I'm mostly concerned about the audio. Since the text chat and the 'table' doesn't change very often (if at all) I wanted to run the capture at 1fps.

You could try adding "fps=1" in the custom encoder settings in the Advanced section. This should override any settings in the GUI.

Unfortunately the "fps" setting in x264 is to set playback fps for the encoded file, it doesn't actually convert framerate. In OBS's source it says the lowest capture fps it will accept is 10 and even if you set it lower in the .ini file, it sets it back to 10 anyways.

get on chat and ask jim to compile you a custom build with no minimal fps requirements,

10 fps is still nothing though if that's all you're doing on the computer. 9 fps difference might only matters if you're doing monitor capture on windows 7 and when there's actual movements on the screen.
