Correct, and expected
I'm not aware of a native capability/driver in Windows (nor iOS config to enable) to use an iPad as a webcam
Now, depending on which iPad, iOS version, etc - (ex with new USB-C port iPads, you could use a USB-C output cable to a HDMI capture device?) or get 3rd party software on iOS device to enable use of local camera as webcam (there are a number, many of them of poor quality)
There is Apple's famous walled garden and a new iOS 16 feature that does enable webcam usage on a Mac
So, do some research first, and you'll find a number of options approaches, and price tags, to use iOS device as webcam on windows device. Though I try to avoid using wireless whenever possible for reliability and consistency reasons, there is also the NDI and other Ethernet (vs USB) options. I have Newtek's NDI Camera app (for free during a sale a couple of years ago) on my iPad
