Question / Help Internet upload problems and buffering

Hi guys ,i'm new here and i have a stupid problem.

My internet upload speed is : 99.5mb/s
But when i putting bitrate more than 2500kbs my stream is going like hell ,every 40-45sec starting buffering and people can't watch stream normaly.

My pc specs :

CPU : Intel(R) Core(TM) i5-2500 CPU @ 3.30GHz (4CPUs),~3.6GHz

RAM : Kingston 4GB

GPU : NVIDIA GeForce GTX 550 Ti

Maybe it's computer problem ? I think i have bad GPU or something..
I stream on 30fps. Was testing 40fps,50fps and 60fps ,if i put more than 30fps ,it's stream start freezing (but not buffering).

My question is :

What i can change or what i need to do ,that my stream is going normaly?

btw,i stream CS GO and LoL.

And sorry if this question was already putted here..

Yeah, that's normal if you're on twitch and don't have partnership.

People are a lot more likely to put up with lower picture quality if they aren't buffering.
