intermittently dropping frames with good pc/connection

Prior to streaming, go to Settings -> Advanced -> Network, check the box for "Dynamically change bitrate to manage congestion (Beta)", [Apply] and [OK].

Does max audio buffering being reached ever occur prior to starting your games?

In the last log, the Audio Output Capture lagged. In some of the earlier logs it was the desktop audio. Go into the settings for the Audio Output Capture & uncheck "Use Device Timestamps", see if that helps.

As far as the connection is concerned, somethings up but OBS isn't your issue.
