Question / Help intermittent screen freeze

during a stream it will freeze for a split second then pass until about a minute or so how can I reduce this?

this is an earlier thread with my spec and settings the only difference now is I run it at 30FPS and x264 is at faster:

Your computer is performing OK, but your connection to the streaming server is poor and you are dropping frames. The London server is down at the moment and redirecting all traffic to Amsterdam, so it's overloaded at the moment. Try some other Twitch servers until you find one that the problem is not happening on. If they all do that, then lower your bit rate until the frame drops stop.
