Question / Help Intermittent OBS fps drop, audio stutter

I recently upgraded my streaming PC to a ryzen 7 1800x and I've been having an odd issue with OBS that I can't seem to clear up. Any help would be appreciated.

Every 10-30 minutes the stream will stutter, FPS on OBS will drop and audio will stutter. This happens regardless of what encoding settings I have selected. If I'm on 60 fps it'll drop to 50 something, if I'm on 30fps it'll drop to 20 something. Doesn't make a difference whether I'm on superfast or slow preset.

Attached is a log of a short test stream I did to illustrate the issue. The stutter happened once and I ended the stream immediately after. The log mentions 40 lagged frames due to rendering lags/stalls. I believe these are the frames from the actual stutter.

I am at my wit's end with this and any help would be greatly appreciated. I will be happy to provide any additional information I can.

I thought I should add what I've tried so far.

A system format and reinstall hasn't fixed the problem. I've checked reinstalled all drivers and checked that devices are working properly and all sources are loading and working properly. Also as mentioned in the previous post I have tried a variety of encoding settings without any luck.
 
I managed to solve the problem so I thought I'd post an update.

After some research, lagged frames are due to the video card failing to render the scene in time. I discovered my video card's (rx 460) fan wasn't spinning. I used MSI afterburner to set it to max, cleaned up my scenes a bit and did a clean reinstall of my gpu drivers. All this together seems to have fixed the problem.
