Bug Report Intel HD 4000 Low quality in any resolution

Hello Guys, i am new to OBS and first of all i would like to present my self.

I am a tech entusiast and love to teach.

I use 2 computers for work with OBS.

Main workstation:
HP ELITEBOOK 8740W
Ram: 8gigs
GPU: ATI FirePro M7820 1GB
Resolution: 1920x1080
CPU: Intel Core i7
HDD: Sata soon to be SSD
OS: Win 10 tech Preview Enterprise
Issues: None. It works great, good quality in any resolution, no lag etc...

Fly By Notebook:
HP ELITEBOOK FOLIO 9470m
Ram: 8gigs
GPU: Intel HD 4000
Resolution: 1366x768
CPU: Intel Core i7-3667U
HDD: SSD
OS: Win 7 no Aero theme
Issues: Low quality image in any resolution, i have tried every setting i could find in obs settings but i can only get low resolution.

I tried using the 64Bit and 32Bit versions with the same result.
The encoding balance is at 8, max bit rate 50000.

If you used exactly the same settings, there cannot be any difference in the quality.
But the resolution doesn't look the same.

Would need to see logs from both recordings

Ok i have edited the first post with the native resolution that i use, but in the 9470m i tried with a external monitor with 1080p resolution and the issue remains.

What i am going to do is create several videos with several resolutions and post here with the respective logs.

I have been looking in the logs and just found some inconsistency:
Log file:

Still the menu ribbon of Firefox is a litle blurry, but probably with a litle tweek i can fix that.

Great work guys, great software, it helps a lot with my screencastings.

Btw, you can just set bitrate to 1000 and buffer to 0, x264 will then use as much bitrate as it needs to maintain the selected quality level.
