This is normal. It is expected that OBS users either have a 2nd monitor so this doesn't happen or disable preview/minimize OBS.
You likely do not need both NDI and virtualcam. Zoom can accept NDI output from OBS as a cam source, and if this works, use that, not virtualcam.

In OBS under Tools, turn on main program output for NDI. This will create an NDI output with the content from the program window.
Then open up the NDI program called "Virtual Input". This will put a widget in your toolbar. From there you can choose the NDI output that is coming from OBS.
Then, in Zoom, as your camera feed you can choose the NDI option and output from OBS should appear.
