Question / Help INSANE CPU USAGE. Ive Read The Posted Thread...

So basically, I used to stream about a year ago with the same Windows 8, same computer, same capture card and webcam, but different console (Xbox 360 back then, PS4 now) I was just recently given the ability to start streaming again, but for the past 4 days when i attempted to set up everything and simply PREVIEW my stream it kept saying OBS was running at about 86% CPU usage. Im not sure what could be causing this problem. My computer has been sitting in a closet collecting dust for the past year, so i thought that that may be the problem, so i opened it up and cleaned out the interior dust. I also completely uninstalled the program with all of my scenes and settings from before to go with it. I use a Elgato HD that i run at 1280x720 to record PS4, and a Logitech C920 webcam the i run at 864x480, but no fix. Any advice? Anything appreciated, friends.

To be fair it was collecting dust for the past YEAR, as in over 365 days. It is possible that internal systems could have been shorted out of the dust particles could have actually soaked into the computer chips/wiring itself and blocked the flow of electricity to your CPU.
