Question / Help Input resize VS Downscale with capture card

I am sure this question has been asked a few times, but i hope that this is a bit different so i don't ask the same thing again.
I was wondering about resize vs downscale since i will be getting a second PC for streaming soon™, my input method is going to be a Live Gamer HD.
I usually stream @ 60 fps, and due to limitations on the capture card, only 720p is supported @ 60 fps.
So my question is really how much the quality will be hurt by doing this kind of resize, it's not so much OBS doing the resize but the actual input i guess?
Would i be better off doing 1080p @ 30fps with downscale, or is the difference so minimal that there would be no reason for it?

A 1:1 pixel ratio for capture/output is ideal. If your capture device is at 1280x720, set OBS base resolution to 1280x720 as well.
