Recording probably uses enough of your resources to drop your FPS to the point that you feel the delay since your laptop is fairly low-end.

That said, I should probably tell you how you would go about fixing your problem: you need to find a way to make your recording, whether encoding or rendering, more efficient. You said your problem of lag occurs even when you are not recording, so it is likely that you are getting lag due to your GPU not being able to render all of the frames in the recording.

This brings up a few questions, especially since Minecraft is not a very GPU intensive game. Is your game and recording running on the integrated graphics, or the dedicated graphics card? You can do this, I believe, by first opening the Settings app, then clicking on "Graphics Settings". From here, select the "Graphics performance preference" option and set both Minecraft and OBS to run on the dedicated card. Minecraft's .exe location can be found if you right-click on the icon and click "Open File Location". Browse there and set it to "High Performance" (running on dedicated graphics). Then, do the same for OBS, which is located at C:\Program Files\obs-studio\bin\64bit\obs64.exe

Restart both programs and try again. Reply to tell me if it helped or not.

To answer your questions,
Both my game and obs run on my dedicated card graphics. Also when I say that it lags even when I’m not recording, I mean when I have OBS open but not recording with it. Basically if I don’t have obs open then it works fine, but when I have obs open then it lags my keyboard input.
Another thing, it only lags my keyboard input. Not my mouse input, which is strange.
Also, when you say “restart both programs”, do you mean Minecraft and obs? Because I’ve done that and it hasn’t affected my lag.
I have tried to use alternatives to obs (to test, e.g bandicam) and there seems to be no problem there.

I'm having the same problem and I have for a long time (across 2 different PCs!) Tried different keyboards as well but it always ends up occuring. No idea why or what is causing it but it really drives me nuts when I am in a competitive game!

Intel Core i9-10900KF
EVGA GeForce RTX 2080ti FTW3 Ultra
G.SKILL 32GB 3200MHz DDR4 Ripjaws V Series

Using NVENC encoder for both streaming and recording and recording set to CBR 8k, streaming set to CBR 3.2k. 1080p 60fps in OBS and my main monitor is 240hz. No dropped frames or anything and it's ONLY keyboard input that occasionally has input lag but it can be like 2 seconds of it thinking I'm holding a button (or not pressing a button at all!)
