1. Record to FLV or MKV. If you record to MP4 or MOV and the recording is interrupted, the file will be corrupted and unrecoverable.

If you require MP4 files for some other purpose like editing, remux them afterwards by selecting File > Remux Recordings in the main OBS Studio window or enable Auto remux in the advanced settings.
2. Your GPU is maxed out and OBS can't render scenes fast enough. Running a game without vertical sync or a frame rate limiter will frequently cause performance issues with OBS because your GPU will be maxed out. OBS requires a little GPU to render your scene.

Enable Vsync or set a reasonable frame rate limit (60 in your case) that your GPU can handle without hitting 100% usage.

If that's not enough you may also need to turn down some of the video quality options in the game. If you are experiencing issues in general while using OBS, your GPU may be overloaded for the settings you are trying to use.

Please check our guide for ideas why this may be happening, and steps you can take to correct it: GPU Overload Issues.
Browser sources are performance killers

Web browsers are amazingly complex feats of software engineering. They render text, images, 2D graphics, 3D graphics, and animations, and they can play audio, video, and games! However, they are also pretty heavy resource hogs. The same goes for the Browser Source, which is often used to display stream chats, custom animations, overlays, and many other things. Lots of browser sources in a scene (or scene collection) can end up using a lot of system resources.

Try to reduce the number of browser sources that you use. You have 4 in 1 scene. If you have static assets (non-animated overlays), try using other source types for those things (like Image Source). If you need to play a video or audio file, try the Media Source or VLC Source.

already I enabled Vsync at 60FPS I keep an eye on it and my GPU does not exceed 70% of usage and my CPU does not exceed 30% of usage on the sources I used normal without problems. just opening OBS without recording or Livestream the game is with frametime auto I don't know what I can do anymore

Since you are recording, use "CQP" Rate Control set somewhere between 16 and 20 (lower values = higher quality and larger filesize) and "Quality" preset. Also, turn on "Game Mode", under Windows 10 settings, if it's not so already.

Make sure you do not have any overlays active, such as GeForce Experience.

I will try the "CQP"
