Hello :-).
I recently reinstalled my Windows System. I didn't change any hardware. I installed all Windows Updates and then all driver updates. Since the reinstall I can't play a game and have OBS Studio open at the same time. I don't even have to stream oder local record.
When OBS Studio is started all kind of games got splitsecond freezes, some more, some less (most at rocket league, least at league of legends). When I Stream and/or local record all works fine, but the splitsecond freezes continue. So it doesn't matter if I stream/record or not. OBS Studio only needs to be started. When OBS Studio closed all games run perfectly smooth.
Here is my configuration:
Intel Core i7 6800k @ 4.0GHz
Nvidia Geforce 1070 OC
32GB DDR4 Ram @ 2400MHz
Gigabyte ga-x99-ultra-gaming Motherboard
750W Corsair Power supply
OCZ SSD for Windows System and programs
Samsung SSD for Games
Windows 10 prof x64 creators update (1703)
Before I reinstalled my system I got absolutly no problems streaming/recording. I even went back to older Nvidia drivers (oldest I tried was 378.78).
Also tried several settings for OBS Studio although I exported all kind of settings and reapplied them. What I tried:
- output res 1080p & 720
- FPS 30 & 60
- x264 presets from ultrafast to faster

The CPU Usage is never above 70% on x264 veryfast (70% ony when playing h1z1; when playing rocket league it's about 30-40%)
Attached you have my log files. Until the 22. April I tried to stream. After that I only recorded locally.
Please let me know if you need further information - I'll try to provide as much information as possible.
I hope you have an advice for me - I really enjoy streaming :-(
