Question / Help Infinite buffering on stream

Hello guys. I'm trying to stream CS:GO and got problem.

Here is my problem:
After starting stream, going to check it, and it always buffering every 5-10 seconds.
I'm trying tons of setting.
Maybe someone know, why is that happening, or maybe advise me a better setting
My PC config is: i5-4670k, 8gb ddr3, GTX660
Best server for straming for me is Frankfurt - http://prntscr.com/92glhb

I using 1280x720 resolution ingame with fullscreen and in OBS set stream resolution 1920x1080. In game window in scene, I set "Stretch image to screen" and "ignore aspect ration"

Your obs log is missing.
Trying to stream at 1920x1080 while playing at 1280x720 is pointless and won't improve stream quality (it will actually cause a reduction in quality)
