Question / Help Inexplicably High CPU usage

I did check out the readme concerning high CPU usage and it didn't seem to directly pertain to my problem.

So I bought a fairly expensive laptop about two months ago, HP Envy, I7, 16 Gig ram, 2 gig dedicated graphics, Nvidia 850 graphics card. I bought it primarily to use for video editing, and while I haven't done this yet, I was experimenting with game streaming. I bought cheap capture card, a Kaiser Baas 8 game recorder with the hope of being able to stream older game consoles, specifically Sega Dreamcast. It's basically a set of RCA connections that plug into the laptop via USB.

When I open OBS or the game capture software and attempt to so much as preview the video, the fan spins up, the laptop becomes extremely sluggish, the video frame rate drops. If I have task manager open, it appears my CPU usage constantly spikes to 100% every two to three seconds just as the performance becomes unbearable. Recently, I've also noticed similar symptoms performing more mundane tasks, some web pages featuring background graphics or flash will also spike the hell out of the CPU usage, I've tried updating the flash drivers, didn't seem to help.

The laptop came pre-insalled with Windows 8.1, I recently opted into Windows 10 and the laptop seems to be running about the same, though these issues still persist.

I must admit I'm out of my depth and I'm not really sure where to turn.

Does anyone know why this is happening or how I could potentially fix it? I've been out of the PC scene for a long time and I'm still playing catchup, so I apologize in advance.
