Increasing CPU usage during livestream question

My question is this- When I increase CPU usage during livestreaming (going from "very fast" to "medium"), does it apply those changes right away? I ask because if I start OBS with CPU usage at "medium" the encoder overloads, but if I start with "very fast" and then go to "medium", it is fine with no overloading. (I am not new to OBS, but new to changing the settings for better quality)
