Question / Help increase upload speed at the cost of download speed

hey,
im new to this streaming thing and basically my upload speed sucks, (0,85mbs) wich is causing me to either stream at extremely low quality or high quality with insane amounts of latency lag. my download speed, on the other hand is quite high. i wonder if im able to take like 2 mbs off my download speed and put them at my upload speed to even things out. (i have heard this was possible the other way upload>download)

Then you heard wrong; this is something that is controlled by your ISP and is not something you can affect locally.
